Entrepreneurship is proven as a medium for lifting an economic state of an individual or a community. It is also can be considered as an alternative area to be explored especially in the current situation where the world is affected by the pandemic of COVID-19 globally. It justifies the need to research this topic to leverage its benefits to various perspectives including the asnaf community. Unfortunately, despite its importance, limited studies have been found were conducted on entrepreneurship in asnaf community. Therefore, this research is initiating research on this topic by conducting a systematic literature review of the published works on entrepreneurship among asnaf community to explore the trend of the existing research works. A PRISMA approach is adapted to collect the relevant literature that is scoped only to the Scopus and Web of Science (WoS) databases. The result obtained from this research found that there are 12 articles in total that have discussed on asnaf zakat entrepreneurship topic. A thorough thematic analysis conducted on the extracted articles has categorized the research into three major themes, namely, the asnaf behaviour and attitude, zakat institution governance, and effectiveness of the entrepreneurial program. Based on the discussion, future research on this topic that can propose a comprehensive zakat entrepreneurship model is required to ensure a better impact of the zakat entrepreneurship programs. Thus, this research can provide a relevant article extracted from SCOPUS and WoS for future reference on this topic.

Usahawan asnaf dapat diklasifikasikan sebagai asnaf fakir dan miskin yang didedahkan dengan kemahiran dan kecenderungan dalam bidang keusahawanan. Bantuan modal yang diterima oleh institusi zakat membolehkan mereka berkecimpung dalam bidang perniagaan, sekaligus bertujuan untuk menjadikan asnaf sebagai pengeluar zakat. Justeru, artikel ini membincangkan aspek yang dapat diteladani oleh usahawan asnaf berpandukan perjalanan sirah Nabi Muhammad SAW sebagai peniaga dan pedagang yang berjaya. Kajian merumuskan bahawa kualiti peribadi berpandukan agama adalah amat penting membangunkan dan merealisasikan keusahawanan asnaf yang berjaya.

In recent years, the expense of medical care and treatments has been rising annually, ultimately placing a strain on the recipient (asnaf). Among the dependable sources of this funding is zakat. The distribution of zakat to aid with medical expenses has existed for a long time, although no specific details are available. A medical zakat fund is provided to patients who cannot pay medical bills. This study evaluated the required qualities of asnaf to receive medical zakat assistance, the implementation of medical zakat management in Lembaga Zakat Selangor (LZS), and the effectiveness of zakat distribution to certain asnaf. This study employed qualitative approaches to interview asnaf al-gharimin beneficiaries at Hospital Canselor Tuanku Muhriz UKM (HCTM) to acquire information on medical financial help. The results indicate that medical zakat aids at HCTM-LZS provided the finest service, although there is a need for improvement in the management and distribution of medical financing. Consequently, establishing a pharmacy panel could promote the efficiency of medical care distribution and enhance public faith in the zakat institution.

Entrepreneurs are known as important drivers of economic growth and add considerable value to local economies. Zakat is one of the tools used to help disadvantaged and impoverished people meet their basic needs and improve their quality of life. By defining the critical factors, this study aims to investigate a multidimensional model that can be used in development programmes to meet the needs of rural asnaf entrepreneurs. This study uses a simple qualitative research design that includes data collection through library methods and descriptive analysis. The findings from previous studies were analysed to establish the concept and theme of the analysis. Finally, it is discovered that in order to turn an asnaf into a successful entrepreneur, all of the critical factors must be emphasised, especially in rural areas. As a result, a detailed model for the growth of rural asnaf entrepreneurship is proposed.

This study aims to identify the size of the impact and power required in the study of the behavior of SME entrepreneurs. Particularly it focuses on micro -entrepreneurs in remote areas in Pahang, to bridge the gap of research and look more broadly at the field of study. This study has a twostep approach, the first is to identify the constructs used by previous researchers in the study of entrepreneurship and training course and conducted a field survey of RAE through random sampling technic. The findings of this study were analyzed with validity and reliability of data values through alpha and R-squared value. After obtaining reliable validity and R-Square values, power analysis (1-β) and effect size (F2) were identified and analyzed with G*Power software. The findings of the study found that the high value of R-square caused sufficient power (1- β = 0.80) to be achieved at the 20th sampling (n = 20). The results of this study also support the findings of Connelly et al (2010) who suggested that power studies on entrepreneurial behavior are higher than expected. However, F2 of this study is lower than that proposed by Connelly et al (2010) for micro and medium enterprises at the rate of F2 = 0.9 only compared to 0.14 - 0.25. This initial study can be a benchmark to the value of impact size and power to subsequent studies in the field of entrepreneurship, however, it has limitations only on rural asnaf entrepreneurs. Further studies can be made of entrepreneurs in other fields, with more universal constructs as well as other theoretical frameworks.

This article studies the civil and Islamic laws which are enforced to handle issues of misconduct by lesbian, gay, bisexual and transgender (LGBT) group in Malaysia. This article is a qualitative legal study where data gathered through library research method and evaluated through analytical approach in its content. Provisions from international declarations and charters, Parliamentary acts, states' enactments, circulars and case decided by courts are scrutinized to understand the legal foundations which act as probihitory and pereventive measures towards LGBT-related activities from spreading. Findings of the analysis indicate that Islamic law provide wider scope of legal provisions compared to civil law relating to offences which involve LGBT group. However, the offences are subject to certain limitation of punishment and only applicable to Muslim offenders only. Due to the absence of specific law on LGBT from the legistalive bodies, legal enforcement bodies and public prosecutor only rely on public law; namely Penal Code, Syariah Criminal Offences (Federal Territories) Act 1997, Peaceful Assembly Act 2012, Entertainment (Federal Territory of Kuala Lumpur) Act 1992 and Small Offences Act 1955. Thus, iti is hereby proposed that the Parliament and state legislative assembly shall act more progressively in drafting and approving legal provisions which are more specific and express to combat and control LGBT activities from continuing to tarnish the religious values, customs and cultures of Malaysian society.

This article discusses on the definition of subsidiary legislation in Malaysian administrative law, its advantages and how to challenge it. Subsidiary legislation is part of Malaysian legal sources that supplements the legislative function of Malaysian legal system. Although the Parliament and State Assembly are the main bodies that have been vested with the legislative power in Malaysia, other non-elected members are also conferred to exercise the same function to assist the Parliament and the State Assembly in their law making roles. The abundance of subsidiary legislation in the legal systems serve a great deal of benefits and advantages especially to ease the burden of the legislative bodies especially in dealing with the details of the law and also to gain expert views on certain issues. However the power mandated in the hands of these authorised bodies comprising of non-elected civil servants could also result in illegality and abuse of power, thus, this article attempts to outline grounds on which the subsidiary legislation can be challenged. This article is a descriptive and comparative analysis research which involves library-based method. This method is based on the analysis of various literature materials from books, articles, journals, Acts of Parliament, as well as reference to decided cases from Malaysian courts and commonwealth countries. It is the finding of this article that the court has the power of judicial review over the subsidiary legislation if the subsidiary legislation is ultra vires its conferring Act (parent Act), substantively or procedurally and the parent Act or the subsidiary legislation itself is unconstitutional. The court will look into the provisions of the parent Act and also the subsidiary legislation to determine its constitutionality and if it is within the scope of the parent act and the Federal Constitution. It is recommended that the power to enact subsidiary legislation conferred to the delegated body shall not be abused to overstep legal and constitutional boundaries and the Parliament shall not over-delegate its power to subsidiary legislation since it may be seen as abdication or ‘giving up’ its actual constitutional role i.e. to make law.
