Abstract
The Omani legislator issued many laws concerning consumer protection, similar to
others in the region, such as the Civil Transactions Law, the Consumer Protection Law,
and the Competition Protection and Monopoly Prevention Law. The first legislation on
consumer protection was issued on August 28, 2002, and amended by Royal Decree
No. (66\/2014). The Competition Protection and Monopoly Prevention Law No.
(67/2014) was also issued. The executive regulations of the Consumer Protection Law
were issued on March 9, 2017, and the executive regulations of the Competition
Protection and Monopoly Prevention Law on January 25, 2021. The aim of the research
is to indicate the extent to which the Omani legislator is responsible for the development
of a legal system to protect consumers. The research aims to indicate the extent posed
about the effectiveness of the legal mechanisms enshrined by the Omani legislation in
consumer protection, and the research aims to show the extent to which the Omani
legislator ensures the development of a legal system for consumer protection. The
researcher followed the analytical approach to the provisions of the law regulating this
aspect, the evidentiary approach by devising legal principles, and the inductive
approach to tracking the development of the consumer protection system. The research
resulted in some deficiencies in Omani legislation with regard to business practices
affecting consumer rights and concluded with some recommendations to address this
deficiency by adding some legal texts that support consumers' freedom of choice.
