تأثير المعوقات المالية في جذب الاستثمار الأجنبي في العراق: تحليل لأثر القوانين والتشريعات المالية

This research aims to explore the impact of financial obstacles on foreign investment in Iraq and to provide effective solutions to overcome these challenges. Foreign investment is considered one of the essential pillars for enhancing the Iraqi economy, as it contributes to improving technology and adopting modern techniques, in addition to expanding and diversifying the production base. Iraq aims to achieve sustainable development and reduce its dependence on crude oil exports by encouraging foreign investment. However, this type of investment faces significant challenges, most notably financial obstacles that hinder the achievement of the desired goals. The researchers used a variety of scientific methodologies to study this topic comprehensively. Through the inductive method, the primary sources related to the impact of financial obstacles on foreign investment in Iraq were examined, and previous relevant applied research and studies were utilized. Additionally, the study included conducting field research to verify the impact of financial obstacles on attracting foreign investment in Iraq, with a focus on analyzing the impact of financial laws and regulations. A quantitative methodology was used to collect data through the design of a questionnaire directed at workers in the field of investment and judges specializing in commercial, investment, and financial law, with a sample of 180 participants. After collecting the data, it was analyzed using the SPSS statistical program, version 28. This research contributes to achieving Sustainable Development Goal 8 (Decent Work and Economic Growth) by addressing the financial obstacles hindering foreign investment in Iraq, aiming to promote sustainable economic growth, diversify the production base, and enhance job creation through improved investment conditions. The study concluded by identifying a set of factors that hinder foreign investment and presented proposals and recommendations aimed at improving the investment environment in Iraq by addressing financial obstacles and enhancing trust among foreign investors.

يهدف هذا البحث إلى استكشاف تأثير المعوقات المالية على الاستثمار الأجنبي في العراق وتقديم حلول فعّالة لتجاوز هذه التحديات. يُعتبر الاستثمار الأجنبي من الركائز الأساسية لتعزيز الاقتصاد العراقي، حيث يسهم في تحسين التكنولوجيا وتبني التقنيات الحديثة، إضافة إلى توسيع وتنويع قاعدة الإنتاج. يسعى العراق إلى تحقيق التنمية المستدامة وتقليل الاعتماد على صادرات النفط الخام عبر تشجيع الاستثمار الأجنبي. لكن، هذا النوع من الاستثمار يواجه تحديات كبيرة، من أبرزها المعوقات المالية التي تحول دون تحقيق الأهداف المنشودة. استخدم الباحثون مجموعة من المنهجيات العلمية المتنوعة لدراسة هذا الموضوع بشكل شامل. من خلال المنهج الاستقرائي، تم استقراء المصادر الأساسية المتعلقة بتأثير المعوقات المالية على الاستثمار الأجنبي في العراق، والاستفادة من البحوث والدراسات التطبيقية السابقة ذات الصلة. بالإضافة إلى ذلك، تضمنت الدراسة إجراء بحث ميداني للتحقق من تأثير المعوقات المالية على جذب الاستثمار الأجنبي في العراق، مع التركيز على تحليل أثر القوانين والتشريعات المالية. تم استخدام منهجية كمية لجمع البيانات من خلال تصميم استبانة موجه إلى العاملين في مجال الاستثمار والقضاة المتخصصين في القانون التجاري والاستثماري والمالي، مع مشاركة 180 فردًا في العينة. بعد جمع البيانات، تم تحليلها باستخدام البرنامج الإحصائي SPSS الإصدار 28. يساهم هذا البحث في تحقيق الهدف 8 من أهداف التنمية المستدامة (العمل اللائق ونمو الاقتصاد) من خلال معالجة المعوقات المالية التي تعيق الاستثمار الأجنبي في العراق، مما يهدف إلى تعزيز النمو الاقتصادي المستدام، وتنويع قاعدة الإنتاج، وتعزيز خلق الوظائف من خلال تحسين بيئة الاستثمار. وخلصت الدراسة إلى تحديد مجموعة من العوامل التي تعرقل الاستثمار الأجنبي، كما قدمت مقترحات وتوصيات تهدف إلى تحسين البيئة الاستثمارية في العراق من خلال معالجة المعوقات المالية وتعزيز الثقة بين المستثمرين الأجانب.
