Abstract
Currently Japan follows the new system of education by abandoning the teaching which was developed by Confucianism which was mainly based on obedience toward the mentor, loyalty toward the whole content of syllabus and high discipline to follow the rules, making restless effort to memorize and understanding. However, the new policies of education commencing from 2021 encourages individual effort and liberty of teaching. It highly focuses on thematic learning. It required educational institution in Kansai to train the skill of thinking in 2021. In addition, the similar thing was also conducted in Matsushita and the center for quality of education in Kyoto University in 2015. Those educational institutions follow the policies of developing essential integrity by utilizing independent thinking to overcome their problems with high skills. Such program was aimed at developing personalities who possess intellectual comprehensive competencies.
