Abstract
This study aimed to identify the impact of modern characteristics of managerial leadership (effective decision-making, effective communication, management by objectives, time management,and change management) in the success of rational governance and its impact on leader’s performance according to the Islamic Shariah. The researcher has applied the analytical descriptive methodology including means, standard deviations to evaluate the existence of modern characteristics of leadership in the administration that is responsible for implementation of housing projects and publis facilities. In addition to that that researcher has applied the Multiple Linear Regression approach to model relationship between the leadership characteristics and the extent of practicing rational governance, also applied ANOVA and T-test to study the leadership characteristics through personal data (gender,job title,years of experience and academic qualification). The researcher has collected data from 329 participants (managers,head of departments, employees) working in the branches of administration in the southern region of Libya as well as the administration office in Misrata city, and the general management of the administration in the capital city Tripoli. The study concluded many results, and the most important conclusions are: The majority of the participants engaged in leadership characteristics with a high degree, while a small percentage of them practicing the leadership characteristics with a low degree.the time management was the lowest degree in leadership characteristics compared to other characteristics and management by objectives and effective communication were the highest degree between administrative leaders. The study also found that there were differences in the extent of practicing of administrative leaders in the administration to modern characteristics of managerial leadership and governance according to Islamic perspective attributed to demographic variables (gender,job title,years of experience) with the exception of academic qualifications variable, the study found no significant differences that was attributed to this variable. Furthermore,the study concluded that there were differences between the performance of employees and leadership characteristic and governance and adopting rational Islamic governance by the leaders.It means that the more administrative leaders follow the management by objectives and decision-making and time management and other leadership characteristics from the perspective of leaders, and then the better performance of workers will be achieved.The study has made a set of conclusions and the most important conclusions are: Developing leadership characteristics which is poorly available among administrative leaders and paying more attention to improve their skills through training courses, until they become familiar and having a clear vision about modern characteristics of managerial leadership and its motives and impacts and results all that help them to translate and elaborate them in executive and practical programs capable to be applied in the organization in a collaborative way.
