Abstract: 
This study was carried out to solve the problems in teaching and learning the Arabic language to non-native-speaking students in Malaysia in general, and the Centre for Foundation Studies IIUM in particular. Factors of students' weakness in communication skills are due to communication impotence, shyness and lacking of interest. This study focused on improving these weaknesses through communicative method of teaching. This study was based on the theory of "Language Is Communication" in language learning by Ibn Khaldun. This study was to determine the effectiveness of this method to improve the quality of Arabic among students, the real features of the method, the relevant contents and appropriate activities. This study also analysed a sample based on gender and its group to observe its effectiveness based on the two factors; experiment and analysis of the results of tests conducted. The researcher divided the sample into two namely: the experimental group and the control group. Both groups underwent three types of test. ie. pre-test, intermediate test and post-test. This research also examined students' perception of the effectiveness of the communicative method used. The researcher used a statistical program called SPSS to conduct a descriptive analysis of all the instruments used. The findings showed a significant change in the results of the tests carried out between the two groups. The result of the survey conducted showed that Communicative Approach Method encouraged students in learning Arabic, and thus overcame speaking skills problem among students of non-native-speakers of Arabic particularly in Malaysia. The findings will help the process of teaching and learning the Arabic language more effectively and students are able to master the language more successfully, insha-Allah.
