Abstract: 
This quantitative study discusses the regulations governing the work of mosques and the Holy Quran schools, which are under the supervision of the Ministry of Awqaf and Religious Affairs in the Sultanate of Oman. The problem lies in the lack of administrative, technical and legal deficiencies of the mosques work regulation (2010), but the government regulation governing the work of the Koran schools (1999) is not currently used. The Holy Quran teachers are the Ministry employees, some are not qualified for this post, hold a high school diploma. In addition to volunteers and volunteers who lack quality standards, with no training programs. The study aims to discuss the regulations governing the mosques work and the Holy Quran schools, and the role of the Ministry in developing these regulations. The researcher used the descriptive analytical method, the study population consisted of (200) workers in the mosques and Quran schools at Dhofar Governorate, and (20) Deputies based in the schools. The sample consisted of (113) of those in charge of mosques and schools, (60) teachers, and (27) administrative staff. In the light of the studies, the researcher designed a questionnaire consisting of (39) phrases, consisting of two axes. The first (17) statements on the role of the Ministry of Awqaf and Religious Affairs in developing the regulations governing the work of mosques. The second of (22) statements of challenges that were located in (4) groups that prevent the development of work regulations. The validity of the questionnaire was confirmed and applied to a prospective sample. The findings revealed that: In the role of the Ministry the needs for developing the regulations were “high”. Challenges related to the ministry were “very high” degree, followed by those related to the environment were also “high” degree, then the challenges related to those in charge of mosques and schools were also “high” degree, and finally the challenges of the staff working in the mosques and schools. The researcher recommended the need to develop regulations governing the mosques and schools work, also recommended teachers training.
