In this context, security organizations represent the cornerstone that ensures the safety and stability of the nation and its citizens, necessitating the presence of distinguished administrative leaders capable of improving the security system to meet societal aspirations. The current study aimed to discuss the most important administrative issues related to administrative leadership in the Royal Oman Police (Dhofar Governorate). Specifically, it sought to investigate the impact of administrative leadership traits, including (supervision style, team building, vision and ability, control, responsibility) on human resource development within the Dhofar Governorate Police Command in the Sultanate of Oman, as well as on organizational commitment. Additionally, it aimed to examine the mediating role of organizational commitment between leadership traits and human resource development. The current study adopted a quantitative approach to achieve the research objectives, utilizing a questionnaire tool to collect the necessary data for statistical analysis. The study sample comprised 327 individuals and officers from the Dhofar Governorate Police Command in the Sultanate of Oman, selected through a random sampling method in light of proportional stratified sampling for the sample categories. The study results revealed a positive and statistically significant impact of the dimensions of administrative leadership traits on human resource development in the Dhofar Governorate Police Command. The results also confirmed a statistically significant positive effect of organizational commitment as a mediating variable in the relationship between administrative leadership traits and human resource development in the Dhofar Governorate Police Command. This study contributed by presenting a comprehensive conceptual model based on scientific theories, namely the Authentic Leadership Trait Theory and the Side-Bet Theory.
