In this context, fatwa institutions in Malaysia played a crucial role in providing religious guidance aligned with the new norms and public health regulations. However, the fatwas issued during this period faced resistance, causing unease within society as religious activities had to be modified or restricted to comply with pandemic-related restrictions. This study aims to analyze the strategies and methods employed by fatwa institutions in disseminating fatwa information throughout the Movement Control Order (MCO) and the COVID-19 pandemic phases. A qualitative approach was adopted, utilizing document analysis and in-depth interviews. Interviews were conducted with informants from the Selangor Mufti Department, the Federal Territories Mufti Office, and the Perak Mufti Department to obtain up-to-date information on the strategies implemented to enhance public understanding, acceptance, and compliance with issued fatwas. The collected data were analyzed using thematic analysis. The findings indicate that fatwa institutions have adapted various strategies to optimize fatwa dissemination, including issuing COVID-19-related fatwas, leveraging digital platforms and social media, publishing scholarly writings, and delivering messages through Friday sermons. This study contributes to the discourse on fatwa management by providing insights into the effectiveness of fatwa dissemination strategies during crises.
