Semi-structured interviews were conducted with four officers from four government agencies providing preschool education namely (1) Community Development Department (KEMAS), (2) National Unity Department (PERPADUAN), (3) Ministry of Education (MOE) and (4) State Islamic Religion Department (SIRD).
