It contributes to not achieving the objective of teaching and learning, yet it has affected students' competency to communicate in Arabic. The revolution of Arabic for. Specific Purposes’ teaching and learning practice has been transformed to suit the needs and desires of students or institutions which are influenced by the environment, technological developments, and current demands, yet it has affected the structure of the instructional design (ID) development. To achieve the objective of higher order thinking skills, the PBL has been integrated with instructional design (ID) to produce ID-PBL in teaching Arabic for specific purposes. ID-PBL has developed based on the ADDIE theory to support the methodology. This study will go through several phases of the inclusive ID-BL development framework. It can be used by teachers and students as a reference. Then, a two-dimensional flow chart model has been introduced simultaneously to help teachers in their teaching and learning. The results of this study will be one of the teaching methods options that teachers can use to deliver the content based on higher order thinking skills effectively to achieve optimal objectives in their teaching and learning activities.
