By analyzing these apps, the study aimed to identifythe interactive elements and mechanisms they offer in alignment with the principles of dialogue theory. The research adopted the survey method to answer its questions and employed a form to analyze the smart apps of UAE government institutions.Key findingsrevealed a discrepancy in how smart mobiles apps were used by public relations departments in Emirati government insti-tutions for dialogue and communication. The apps sampled in the research gave more atten-tion to “Ease of Interface”, “Conservation of Visitors”,and “Usefulness of Information” princi-ples. While the mechanisms for achieving “Generation of Return Visits” were not fully leveraged, and “Dialogic loop” was not accomplished effectively. The research emphasized theneed to educatepublic relations professionalsin government institutions on the signifi-cance of smart mobile apps in communication.
