This study is a community of the administrative staff of Dhofar Municipality, totaling (600) employees. Where used random sampling to select a sample, was selected a random sample of (123) employees, the researcher designed a questionnaire consisting of (57) paragraphs distributed over (5) axes. The findings revealed that; the use of reactive level in accordance with the model Creek Patrick came highly, while the use of other dimensions came Creek Patrick model moderately. As well as the results indicated that there is a direct correlation between the use of model Patrick Creek in the evaluation of programs and functionality.
