Hence, the proposed development may properly be realized and will achieve the waqf purposes. This article focuses on the challenges faced by MAINPP in the management of waqf properties in Penang. The data was collected through an analysis of the Penang State Waqf Report, published by Penang State Mufti Department, and supported by an interview with the Head of Waqf Unit of MAINPP. The study has identified four main challenges: Firstly, misunderstanding in the society regarding the role of MAINPP as sole trustee of waqf properties. Secondly, the leasehold status of endowed lands. Thirdly, legal disputes arising out of endowed lands. Fourthly, interference of heirs in management of waqf properties.
