Publication The development of Waqf accounting in enhancing accountability(2013) ;Masruki R. ;Shafii Z. ;Faculty of Economics and MuamalatUniversiti Sains Islam Malaysia (USIM)The resurgence of waqf institutions creates the need to establish good accounting system for these institutions. The aim of this paper is to evaluate the needs for developing accounting standards and Statement of Recommended Practice for Charity (SORP) based on the AAOIFI (Accounting and Auditing of Islamic Financial Institutions) framework. The purpose of waqf is to provide recurring charity that generates continuous income flow to the needy. Waqf accounting may improve transparency and enhance accountability of waqf institutions in Malaysia. The absence of guidelines or standards on accounting for waqf triggers the interest to examine the relevance of waqf accounting so that transparency and accountability of waqf institutions could be assured. Thus, it is suggested that accounting is a useful means to discharge mutawalli's (trustee) accountability in waqf administration and management. Further study should be undertaken to propose the appropriate accounting standards for waqf institutions. IDOSI Publications, 2013. - Some of the metrics are blocked by yourconsent settings
Publication Factors influencing the readiness of government financial personnel in migrating towards accrual accounting(Blue Eyes Intelligence Engineering and Sciences Publication, 2019) ;Alghizzawi M.A. ;Masruki R. ;Faculty of Economics and MuamalatUniversiti Sains Islam Malaysia (USIM)Jordan’s migration towards accrual accounting is aimed at to be completed by year 2021, being as one of its government’s fiscal reform steps. However, this process is not progressing well within the government of Jordan due to the lack of improvement in performance. It is important to prepare the government’s financial personnel for the migration in order to ensure a successful migration process. Moreover, individual readiness factors associated with the acceptance or rejection of migration towards accrual accounting should be considered before the actual migration process takes place. Thus, this research aims to address the influence of social relationships at the workplace and job satisfaction on the readiness of Jordanian government financial personnel to determine their reaction regarding the migration towards accrual accounting. Following the quantitative method, the researcher distributed 375 questionnaires to the government financial personnel working in the Jordanian Ministry of Finance (JMOF), and a total of 331 questionnaires were returned, hence achieving a 88% response rate. The results of the research indicate a positive significant association between social relationships at the workplace/ job satisfaction and the readiness of Jordanian government financial personnel to migrate towards accrual accounting. Several limitations and potential areas for future studies are discussed in the last section of the paper. - Some of the metrics are blocked by yourconsent settings

Publication The impact of Asian financial crisis to earnings management and operating performance in Malaysia(2012) ;Masruki R. ;Azizan N.A. ;Universiti Sains Islam Malaysia (USIM)Universiti Malaysia Pahang (UMP)Ihis study is motivated by the emergence ot ditterent trend between Cash trom Operations (CbO) and net income reported by companies. The objective of this study is to investigate the relationship between the operating performances of top 100 market firms listed on the Main Board of the Bursa Malaysia and the behaviour of net income after Asian financial crisis. Initially the sample firms are divided into 10 portfolios based on relative Cash from Operations (CFO) rankings to test if there are systematic differences in CFO across portfolios. A correlation test and a sign-change ratio test are used to study if operating performances and net income are interrelated. The empirical evidence supports the predictions. It suggests that firms from various industries manage earnings when operating performance is poor. The firms tend to choose income-increasing strategies, specifically when the operating performance is extremely poor. In fact, some firms tend to take a big bath whereas some of the exceptionally well performing firms tend to select income-decreasing strategies. Medwell Journals, 2012. - Some of the metrics are blocked by yourconsent settings

The uniqueness of the political system and social values have affected SIRC including their reporting practices. In the interest of public accountability which respects the public to get access information about SIRC as public entities, this study discusses on the mandatory issue of the annual reporting for SIRC from the eyes of SIRC accountants, regulators, auditors and users by interviewing. It was found that the limits of authority between the federal and state governments can best explain why an annual report is not mandatory. Such as lack of enforcement is the main reason for the inconsistency of the annual report disclosure of SIRC. However, since, most SIRC accountants claim that they are becoming more aggressive in issuing annual reports, it would seem that now is a good time to propose the adoption of best practice reporting framework that meets the expectations of various stakeholders as posits in public accountability notion. As such, this study is able to provide empirical contributions to the Accounting literature on regulatory framework. Medwell Journals, 2018.
