Abstract
The study aimed to investigate the impact of strategic planning on labor market needs
through higher education outcomes in the Sultanate of Oman upon which the study
depends in preparing its model through Becker’s human capital theory in the mid-sixties
of the twentieth century and previous studies of the study variables. To achieve the
objectives of the study, the descriptive analytical approach was used to examine the
relation and effects between the variables of the study, based on the study tool (the
questionnaire) for administrative employees in the Ministry of Higher Education,
Scientific Research and Innovation and the educational institutions affiliated with the
Ministry of Education in the Sultanate of Oman. It was drafted according to previous
studies for each variable and customized to suit the environment of the current study.
Its psychometric properties were verified by exploratory and confirmatory factor
analysis using the statistical program (AMOS) and (SPSS). The study sample consisted
of (2886) employees who hold administrative positions in the Ministry of Higher
Education, Scientific Research and Innovation, and educational institutions affiliated
with the Ministry of Education in the Sultanate of Oman. The study sample was
randomly chosen using the Thompson equation and reached (339) employees. The
study hypotheses were measured and analyzed by exploratory and confirmatory factor
analysis using the statistical program (AMOS) and (SPSS). The study also used the
Structural Equation Model (SEM) to analyze the results. The study reached several
results, the most important of them are: There is a direct impact of both the importance
of strategic planning and the practice of strategic planning in higher education
institutions in the Sultanate of Oman on both the outcomes of higher education and the
requirements of the labor market from the perspective of higher education officials.
There is also a direct impact of both the clarity of the concept of strategic planning and
the practice of strategic planning in higher education institutions in the Sultanate of
Oman on the labor market outcomes from the perspective of higher education officials.
There is also a direct impact of both the clarity of the concept of strategic planning and
the practice of strategic planning in higher education institutions in the Sultanate of
Oman on the labor market outcomes from the point of view of higher education
officials. The study also reached an essential conclusion; i.e. there is an indirect effect
of the variable of strategic planning practice in higher education institutions in the
Sultanate of Oman on the needs of the labor market through higher education outcomes
from the perspective of higher education officials. This conclusion shows that there is
a positive and effective impact thereof. The study also included many
recommendations; the most important of which is the need for coordination between
the Ministry of Higher Education, the Ministry of Labor, and the private sector,
concerning disclosing the requirements of the labor market, through periodic review
and conducting analytical studies of the reality to keep up with modernization in the
field of the labor market, and to align it with the outcomes of higher education, as well
as the importance of activating the practical aspect in universities to provide students
with the practical skills necessary for them to engage in the labor market.
