Abstract:
The study aimed to know the impact of the dimensions of strategic planning in terms
of statement and analysis and an understanding of the nature of these dimensions and
their effectiveness on the management of Yemeni crises within their stages in the
Yemeni Ministry of Interior, Which represented the variables of the study, which the
researcher adopted as a field of study by measuring the degree of effects of the
dimensions of strategic planning with the four factors on the effectiveness of crisis
management. Strategic planning as a method of facing crises is considered one of the
basic rules for determining its effectiveness in facing crises because it is adapted to
threats and sudden changes, and the acceleration of events in them. The researcher
adopted the descriptive analytical approach to achieve the objectives of the study and
to test its hypotheses, using a questionnaire specially designed as the main tool for
collecting data and information. The study population was defined by human cadres
who occupy leadership positions from workers, specialists, experienced people, and
those who are scientifically qualified in the security sectors, resources, and various
devices in the Ministry of Interior in the Republic of Yemen, with Focuses on the
workforce in some governorates of the republic in terms of the administrative
presence of the Ministry of Interior’s agencies in them, which are Sana’a, Aden,
Ma’rib, Taiz, and Al-Hodeidah. The respondent and estimated sample were adopted
after being collected and identified as valid for analysis as (453) respondents, out of
the total population specified by (15340). Many advanced statistical methods were
used for the analysis; As a program (SPSS) to obtain descriptive analyzes to
categorize them into complete groups so that it is easier to analyze them statistically
according to the Structural Equations Modeling (SEM) path by (Smart-PLS) program,
to show the course of the relationships and their interpretation between the external,
internal, and intermediate variables and the amount of influence in the standard and
constructivist model. The results of the study concluded that the four main hypotheses
have strong statistical significance with acceptable values, and the study achieved its
objectives, the most important of which are: the presence of a positive and statistically
significant impact of strategic planning with its latent dimensions as an independent
variable that affects the effectiveness of crisis management as a dependent variable,
and affects the stages of crisis management as an intermediate variable, And there is
an indirect effect of the dimensions of strategic planning on the effectiveness of crisis
management, the field of study when mediating the stages of crisis management. This
study opens a new horizon for interest in strategic planning to ensure the achievement
of the best performance and tremendous effectiveness of the security and
administrative sector in the Ministry of Interior, to ensure that it is used in facing
future crises, and to develop more comprehensive strategic plans, to enhance positive
performance and successful effectiveness in crisis management, present, and future,
which They are detailed as recommendations for this study.
