Publication استخدام الأنترنت في توعية السلمين دراسة تحليلية نقدية على المواقع العربية " موقع أسلام أون لاين غوزخا"(Universiti Sains Islam Malaysia, 2006-07)Saeed Nowaifa Saad AL-Hazmi"This study aims at identifying Arabic and Islamic websites in the internet and highlighting their advantages and disadvantages. It also tries to discover the obstacles that prevent them from achieving their vital role in spreading the awareness among Muslims. It addition to that, this study attempts to elaborate the scholarly methods to develop these webs in order to uplift their services to customers, especially Islam 011 line. The study adopted the analytical, inductive approach, which suitable for the nature of this research. Guided by this approach the author has collected the relevant essential materials from authentic sources, and then conducted an in-depth analysis to draw more reasonable inferences concerning controversial issues. Among its most important findings are that there are criteria's to assess the webs, in relation to contents ,credibility, authority of the web, objectivity, currency, coverage, security, and accessibility. The study also concludes that, the assessment should cover the usability, learn-ability, memo-ability, efficiency, and user-satisfaction. Obligation helps to avoid us from evil or taken wrong action such as marriage without permission , Internet , tat tou ,and others . These bad impressions reflect the immorality in our Islamic society. As the result, new problems crop up such as a divorce through SMS, Internet , and may be some other inmoral action . The writer is deeply emphasizes on the custom and tradition on the Muslim society generally , most likely to the Arab they should positive example to marriage and divorce so as means to build up the strength of the Muslim society . This matter has to deal with satellite channels. This research subjects such satellite channels to a detailed study influenced by a realistic Islamic way of life. That is, this research highlights what these satellite channels are broadcasting and what should they broadcast. In this respect, this study will based on a profound analysis of the performance of three satellite channels. That is: Iqraa satellite channel, Almanar satelite channel, and Almajd satellite channel. These three channels are characterized for their experience, for being among the first satellite channels to broadcast, for their commitments to Islamic doctrines, and for being among of the best channels that save no pains to find out how Islam can be broadcasted. Also, there is a questionnaire that shows the extent of influence and change caused by these channels. This research treats theoretically what is hoped from Islamic TVs, and the most important points that the research handle are: the characteristics of Islamic media and what kind of message they promote and the language they use to televise such a message. Furthermore, the characteristics of men who can present this message through sate1 lite channels and the nature of Islamic programs which these channels must present in order to attract spectators and offer benefit and a righteous media substitution. Publication بيع الدّين وتطبيقاته المعاصرة في البنوك التجارية والإسلامية دراسة تحليلية(Universiti Sains Islam Malaysia, 2009-02)Bedj Bedj ToufikThis study focuses on debt trading Bay’ al-Dayn and its contemporary applications in both commercial and Islamic banks. It has been aimed out analytically, focusing particularly which aspect of the debt trading is within the Islamic law. This is a library based descriptive analytical method, through the collection of information, classification, analysis and arguments that served the objectives of the research. The findings indicate that the debts is the most exposed phenomenon of this century, and also the study shows that the debt market is developed and diversified by years. Additionally many contracts are based in debts trade which makes us more careful in accepting or rejecting the contract. The study finds some major abuses in Islamic banking transactions, this leads to an urgent need for Islamic banks to focus their next development stage in correcting and purification of its transactions from all forms of usury – obvious or hidden - so that these institutions return back to the core functions, as investing funds, encourage savings, and the revitalization of economic life in different areas. This study differs from other studies in terms of issues, and combination between the narrative and exploratory nature of the subject through a realistic approach in debt trading at the level of commercial and Islamic bank. The study has also been addressed to the Malaysian experience in the debts trading. The research found that the existing banks, whether conventional or Islamic prefer the dealing with debt financing than to invest in beneficial projects, and this is due to the lack of risk, and the study show that the origin of debt financing in commercial banks based on usury, in other side the fundamental characteristic of Islamic banks is the absence of a usury. That study pointed to some irregularities in some of the contracts of some Islamic banks. Finally the study highlights some solutions and suggestions. Publication خريطة الدعوة في ولاية جوهر:منهجها وتطبيقها في مناطق سكودي,فاسير كودعووجوهر بهارو(Universiti Sains Islam Malaysia, 2009-06) ;Muhammad Ismail Bin Mushtariمحمد اسماعيل بن مشتريThis study aims at looking into the mapping of dakwah (invitations to Islam), its methodology and applications within the district of Johor Bahru, Johor. This dakwah mapping will look at the aspects of populations, geography, facilities, background of the society, social status, costing, duration as well as those involved in the dakwah activity. A few techniques were employed to collect the data for the study i.e, questionnaire and observation, interviews and observations at the study locations. In all, 531 respondents responded to 135 questions in the questionnaire. SPSS version 14.0 was used to analysis the data to find frequency, percentages and min value. The value of reliability was a =0.803. The findings of the study show that there were several methodologies which identified as active at four locations of the study such as seven programs related to al- Quran, fifteen programs of lectures and talks, six related zakat (paying tribute), fast and pilgrimage, and thirteen society based programs. Other dakwah program received less participation such as eleven programs related to family issues, seven related to mosques and twenty five programs in the form of workshops, courses and seminar. The respondents from the four areas were very agreed that the preachers need to preach with wisdom so that the preaching would be more effective and the administration of the dakwah in their locations should be improved. The majority of the respondents believed that the dakwah approach which was carried out by the current organization ought to be improved in term of promotion, appearance and target friendly. They also have the opinion that there were not many programs especially for women, teenagers and children in their locations. The contribution of this study is as a platform to upgrade the quality of dakwah which is required from each governmental agency, NGOs and all those who are involved in dakwah in order to generate a reformation towards a more competent, comprehensive and flexible direction.7 - Some of the metrics are blocked by yourconsent settings
Publication التكييف الفقهي والإشكال التسويقي لنظام الاشتراك الزمني(Universiti Sains Islam Malaysia, 2010)Abdullah Shaif TarboshThis study intends, within its theoretical framework, to arrive at a fiqh characterization of timesharing, a practice bout which the international fiqh academies have not yet delivered a conclusive decision. The means for doing to is to clarify which contractual formats are lawful and which are prohibited. On the practical side, the study aims to examine the actual social problems associated with the contracts of this marketing system and the real reasons behind the slippery practices of its marketers. It also suggests the best solutions and methods for dealing with these problems. The researcher has employed an inductive methodology by examining the concepts and rules related to the fiqh characterization of the contracts of this system. Then an analytic methodology is employed by means of special investigation designed for that purpose in the field study The researcher reached a number of conclusions; among the most important: It is lawful to accept additions and modifications to a timesharing contract; i.e., to precede it with a housing and residence contract that is harmonious with these contracts, which are themselves part of the housing sector and are fundamentally intended for the purpose of housing and which are in reality repetitive leasing contracts. The previous contractual basis of these contracts was sale followed by lease, and as such, they did not accept additions or modifications such as installment payments or the exchange of some units for another before their delivery. The subject of these contracts is housing, which is why the contract currently being applied to them is a contract of construction and development, a composite of istisna' (manufacturing) and ijarah (lease), which does accept additions and modifications due to its compatibility with housing and residence contracts. What should not occur is for these contracts to turn into quasi-salam (forward) contracts that involve delayed delivery of both payment and the counter-value, which would mean sale of a debt for a debt, which is prohibited in the Shari'ah. The parameters of these contracts must be established and observed; that will resolve the legal and organizational problems, as well as the problems associated with their fiqh characterizations The researcher was able to study these contracts as they are actually being applied, and he found that responsibility for the problems associated with them is distributed among three parties: the companies, the customers, and the government. The companies must bear a large share of the burden of responsibility, for they have given salespeople free rein to market them in dubious ways, tainted by fraud, enticement and trickery. Customers also share a portion of the blame for failing to consult those, such as lawyers, who are familiar with the nature of these contracts. They expose their wealth to great risks by failing to fully check out the permits of these companies, to find out how recently they were issued, and whether the contracts have been properly endorsed by the relevant authorities. The government also bears significant responsibility for not being vigilant in deterring those who casually play with the wealth and interests of citizens. Such persons should be arrested, dried, brought to account and subjected to the legal penalties that apply to them. That would, first of all, protect people's rights; moreover, it would contribute to security and stability. Finally, the researcher believes that financial institutions which do not take the trouble to properly define the fiqh characterizations of their contracts have no credibility. Second: A study of the extent of similarities between the Islamic principles and legislative power in Malaysia, which is based on democracy. The study basically applies a comparative method. The purpose of Islamic law is to protect the interest of human beings. Thus. it maintains a just society that secures justice, equality and prosperity of the individuals and society. However, the details of its application are left to the people to decide in order to suit their changing needs and there is no collision with the principles of Malaysian government as there is no specific legislative system in Islam. The dissertation affirms the universal nature of Islam that suits humanity in all aspects: physical and spiritual, time and place with a flexible form of government. The dissertation concludes with basic principles of Islamic legislative system that consist of Ijma, Shura, Ijtihdd, supremacy of constitution, leadership accountability and the rejection of injustice. There are some similarities between Islam and democracy. However, the principles of government and the protection of human rights are part of the religion of Islam. This ensures justice and protects the people against any abuse of legislative power. Publication تطوير الأدارة الألكترونية وتحدياتها في مصلحة الأحوال المدنية ليبيا(Universiti Sains Islam Malaysia, 2010)Bashir Masoud Abdullah AounRapid developments in science and technology, using information and communications technology (ICT) applications in management and scientific researches, have made electronic management (E-Management) a vital element in the organisation. This research is based on the Islamic Fiqh which organises the relationship between human beings and the Creator, among individuals and groups and among Muslim countries and non-Muslim countries. It is relevant to all government organisations in Libya, which is in the process of developing E-Management in its administration. The system uses technology to improve and facilitate the governing process besides maintaining electronic records for the best performance and results of the work flow integration of information. E-Management, which is in line with Libya's efforts to modernise the government administration, would be considered an important database for citizens as well as all government organisations in that country. The main aim of this research is to contribute to the process of developing electronic management and to identify the challenges in the Libyan government's administrative management and the Civil Status Authority. It uses the descriptive approach and the questionnaire as a tool to get information. The study shows that 61.8 per cent of the respondents interviewed are of the opinion that using modern technology in the Civil Status Authority in Libya affect and contribute to the development of E-Management. Also it clarified the extent of FELDA's success in realization and materialization of the concept of transformational organization which adopts the Islamic perspective of development. A descriptive analytical methodology has been used in clarifying the Islamic perspective of development, explaining the concept of the transformational organization, deriving norms to measure the effectiveness of transformational organization in converting the Islamic perspective of development from its conceptuality to a measurable human reality and to evaluate its efficiency in meeting the purposes of the mankind existence on the earth planet. The study applied same methodology to review FELDA's history, describe its present, highlight its projects to develop Malaysian rural areas, and analyze its performance results in these projects. Through its findings, this study identified the qualities that make FELDA a role model of transformational organization that successfully accomplished the desired transformation in the rural communities of Malaysia. Among these qualities are: • Its smart response to the change in its environment. • Empowering its human resources to participate in the formulation of its vision, and raising their awareness regarding the impacts of their roles on the organization's performance and results. • Enhancing its performance through adding a continual development. • Re-characterization of its values, vision, mission, strategic direction, objectives, roles, functions, human resources and organizational structure. • Empowerment and capacity-building of its human resources. • Utilization of its successful financial growth to support settler's social development programs. • Balancing between fulfilling its social responsibility and maximizing its profits to meet owners and shareholders expectations. • Creating a supportive environment that cultivates freedom, dignity, unity, happiness, security, creativity and prosperity. • Accomplishing continual positive change in the mindset of settlers, their way of thinking, emotions, behaviors and relations which led accumulatively to achieve the Islamic development that meet the purposes of the mankind existence on the earth planet. Publication عقود التجارة الألكترونية عبر الأنترنت بين الفقه الأسلامي والقانون النموزجي (الأونسيترال)(Universiti Sains Islam Malaysia, 2010-01)Khalifa Abdullah Said AL-WailiThis study aims to analyse the extent of compatibility between the Islamic Law of contract and (UNCITARL) Model Law on Electronic Commerce.Also to identify some similarities and differences and to examine the suitability application of the Model Law in Islamic countries. This study differs from other works in term of subject matter, despite the large number of recent studies in jurisprudence and comparative law on the matter. The research shows that the Model Law is generally compatible with the theory of contract in Islamic jurisprudence. However, the Model Law has certain weaknesses as it does not address the issue of the client's eligibility and fails to protect information on electronic transactions. Also, it does not protect consumers from fraudulent e-contracts via the Internet, nor does it establish a penal code to prevent this. The study also demonstrates that the Model Law for Electronic can be applied in the Islamic countries. Overall it is not different from the theory of contract in Islamic jurisprudence, albeit with some weaknesses. The study suggests a number of important recommendations, including that the countries of the Muslims world should establish Islamic law for electronic commerce, in order to overcome the shortcomings of the Model Law for Electronic Commerce, so that the electronic contracts, e-mail signature, electronic recording and visual are reviewed according to study of the theory of contract in the Islamic jurisprudence. Publication نظام إقطاع الأراضي الزراعية من منظورالاقتصاد الإسلامي : دراسة حالة سلطنة بروناي دار السلام(Universiti Sains Islam Malaysia, 2010-02)Abdul Nasir Haji Abdul RaniThis research aims to identify the Iqto' al-Aradi al-Zira iyah System from the perspective of Islamic economics and its implementation in the Sultanate of Brunei Darussalam. The researcher follows the inductive and analytical approach to reach the objective of this research; by inductive approach the researcher will be able to evaluate the efficiency of the Iqto' al-Aradi System in achieving the economic , development according to Islamic economic perspective. Whereas, the analytical approach will be able to identify how this system is implemented in the Sultanate through the so-called "Temporary Occupation License System (TOL)". The finding of this study shows that the implementation of the Iqto' al-Aradi System - in terms of Islamic jurisprudence and economic theory - is able to perform the religious command in reconstructing the land and able to achieve the desired economic development. But note that the fact and the actual practice of this system in the Sultanate of Brunei Darussalam is unable to filly play its role in achieving the economic development where a lot of agricultural TOL lands are withheld abandoned and unused. Therefore, this research presents some effective solutions to handle the current problems of the implementation of this system, so that the system will effectively achieve the economic development in the Sultanate of Brunei Darussalam, particularly in the agricultural field.2 137 - Some of the metrics are blocked by yourconsent settings

This is the original approach which didn't involve any distorted thoughts or methods, I didn't als influenced by misconceptions of logic and philosophy. These are the distorted thoughts and misconceptions which have changed it from spiritual stream into intellectual one. Due to that, it became a useless stream without having any sensible influence on the reality of people as it had on the early eras of its emancipation This research assumed that there is a necessity for a practical modem approach for the original Sufism. The chosen approach is the educational approach of Hassan Al- Banna, after a lot of refining reading, and researching, it was found that this approach is the most suitable Islamic one for the current time, Hassan Al-Bana described his approach as the real Sufism. The research followed the approach of gathering information, analyzing them and supporting them with evidence, and comparing them each other to reach the wanted conclusions. That is to achieve the aim of this research which is to compare the original Sufism stream and the contemporary one. So that we can prove the validity of the current stream as a suitable approach for the contemporary time. Hence, we can keep the originality of the first Sufism stream in fact and novel at the same time. The significance of this study lies in the fact that it differs from the previous studies conducted in the field of Sufism or were conducted about Hassan Al-bana's educational approach. In fact, it combines in a practical and scientific ways between the two fields. So, it presented a new educational model that can be applied in these day times. The study came up with the conclusion that, there most be a renewal consideration for the educational approaches in general, and the spiritual educational approaches in particular. It is also conclude that it is possible to renew the original Sufism and never to neglect it totally, and to develop it to be suitable for the necessities of the era. This showed a cumulative scientific and educational view that considers the human being as a soul with a mind a body with a heart. This approach doesn't go against what comes in Shari a and orders it. Publication The small projects and its role in developing the Muslim society: an applied study at Sultanate of Oman(Universiti Sains Islam Malaysia, 2011)Jokha Sulaiman Khalfan al-Hasni,The sector of small projects is the most capable sector for providing jobs, encouraging computation and flexible in making decisions. The problem statement of this research lays in the complicatedness that face these small projects and their owners which could be financial, marketing conditions, row materials availability, and dealing with laws and regulations. The study aims to show the importance and the role of the small projects (businesses) for the individuals. It also shows what their new ideas with regard to small businesses development and how it stimulates their capacity and skills. This study also aims to explore some small projects that serve individuals, and show the role of leaderships in putting the correct plans, which should help them build their economic lives. The Research methodology is descriptive and analytical approach. the study targeted the small community located in the governorate of Muscat; the capital of the Sultanate of Oman and other neighboring states. The study aimed at average 200 samples. The questionnaire was distributed to the owners of these projects, as these projects are registered officially in the Governmental States especially those concerned with businesses such as the Ministry of Manpower, Ministry of Trade and Industry, Ministry of National Economy. The finding of this study was reached because of many spread-funded institutions in the Sultanate of Oman, these bodies have contributed significantly to raising awareness of the importance of small projects to many of families in the targeted society. Publication The Extent Of Compliance With The Aaoifi Accounting Standards By Islamic Banks In Bahrain And Malaysia(Universiti Sains Islam Malaysia, 2011-05)Adel Mohammed Yaslam SareaThe accounting and auditing organization for Islamic financial institutions (AAOIFI) had taken a proper initiative to develop accounting, auditing, governance and ethics standards for Islamic Financial Institutions (IFIs). The AAOIFI standards serve as a guideline that may reflect the unique characteristics of IFIs and become a useful tool to meet the various needs of IFIs. Currently, one the major challenges facing Islamic Financial Institution (IFS) lies in the preparation of the financial statements under different accounting standards and which may result to problem of comparability, reliability and compliance level’s measurement. This has however resulted to a heated debate among scholars which has hitherto translated to the evolving existing literature surrounding the interpretation of the level of compliance with the AAOIFI accounting standards. This study therefore mainly investigates the level of compliance with the AAOIFI accounting standards by Islamic banks in Bahrain and Malaysia and thus provides answers to the current debate. The basis of the study was diffusion of innovation theory which states that, the perceived relative advantage, compatibility, complexity, trialability and observability influence the level of compliance or adoption. The investigation is however undertaken by employing a survey method which involved questionnaire as primary data and annual reports as secondary data. The data was later analyzed using descriptive statistics, regression analyses and t–test. The t-test was conducted to verify the mean differences among the respondents in Islamic banks. The finding of the study therefore indicates that, sample mean of banks in Bahrain is slightly higher in term of compliance with the AAOIFI accounting standards compared to Malaysia. Even though such difference is not so significance based on the fact that, β > 0.05. Moreover, the results revealed that, although the AAOIFI accounting standards are not mandatory in Malaysia, there are some similarities between the perceptions of Islamic banks in Malaysia and Bahrain on certain aspects related to the responsibility to comply with the AAOIFI accounting standards. The findings from the current study therefore contribute towards a better understanding and acceptability of the AAOIFI accounting standards.5 - Some of the metrics are blocked by yourconsent settings
Publication نظرية التعددية الدينية بإندونيسيا وموقف الإسلام منها(Universiti Sains Islam Malaysia, 2011-10)Rofiq, MohdResearcher focuses his study on the theory of growing religious pluralism in Indonesia according to the Islamic perspectives , with the method that used in this thesis is descriptive-analytic method and mediated based on guidance of the Qur'an and Sunnah, which is method that collects and compiles data to describe and analyze everything about issues related to religious pluralism of the aspects of understanding, the history of its existence and suitability on Indonesian soil in shade Islamic teachings are based on the Qur'an and Sunnah. After analyzing the data, it is found that religious pluralism is a social theory that was born from the church in the West to overcome the conflict of social politics based on religion that exist among them, who later transmitted to the entire world for peaceful purpose in religious life with a new concept of quality of rights and the truth of all world's religions. The researcher finding that the theories of religious pluralism in Indonesia have similarly with John Hick concepts on Christian Religious Pluralism, i.e.: normative Religious pluralism, Soteriological Religious Pluralism, Epistemological Religious Pluralism, Alethic Religious Pluralism, Deontic Religious Pluralism. The religious pluralism concept in Indonesia is suspected Islamize John Hick's Christian Religious Pluralism concept. After the reading and research I found that stopping and starting marks has the high influence in explaining the rhetorical meaning and the aesthetic for the Holy Quran. In addition to the interpretative side in depth for each Ayah and what is the exact meaning, I found in the same time that there are different reasons behind the scientists differences in stopping and starting terms also there are opposite opinion between them relate to stopping marks in the same Ayah. Some of them say that this position complete stop or good stop which makes the learner hesitate which one is more near to correction. These differences due to scientists of Quran explanation for the need of the World in this type of knowledge especially in this Art which is different to other important sciences and support to know where we stop in the Ayah. The writer of this thesis follow in his methodology the library study which aiming at gathering information and analyze it and establish the results and connect with each other to implement the purposes along with examples, I conclude from this study with important results, especially to know the reasons which lead to the differences between proper scientists of the Holy Quran in regard to stopping terms in one Ayah and some of them refer to grammar, Tafseer, Quran drawing, Alhadeith acceptance and rejection, counting the Ayahs, rhetorical science, context, perfect miracles, and Al-Qraat (different reading of Quran),Although, there are differences in schools and the scientist way of performance but all people agree on the importance of this science, because it an important side in reading Quran which is clear in places where the reader should stand with what agree with perfect Tafseer and the meaning integrity according to what Allah expect of people to understand the Quran meaning. - Some of the metrics are blocked by yourconsent settings

Tun became the fourth Prime Minister of Malaysia from year 1981 to 2003 and was one of the most prominent leaders in the Islamic world. During his tenure of leadership, Malaysia gained various political, economical and social recognitions in the region, as well as in the international arena. Inspite of the economic and political crisis in the region, Tun was able to maintain his premiership even with strong resistance fiom the opposition parties. Indeed Tun has managed to steer the country out of the most difficult economic turmoil faced by the region. Additionally, this research also studied Tun's concept of leadership and the various components formed from political, humanity and competencies point of view, in which that it emphasised on the principal factors of YAB Tun Dr Mahathir's leadership and personality. This study attempted to discover the implications of Islamic teachings in Tun's personality during his premiership. The methodology of this study was based on the deduction and analysis of historical data. The study found that the the concept of leadership in Islam, apparently covers every aspects of social segments, be it in community, family and individual that have be portrayed by Tun Dr Mahathir in his leadership. Although he attained recognitions and excelled domestically and internationally, yet he continued receive criticisms within and from the outside of the country. In conclusion, the study proposed that an in-depth research shall be performed on Tun's political and economical philosophies, as well as his strategies in resolving Malaysia's political and economic crisis. Publication استخدام الوسائل التعليمية لدى معلمي مادة التربية الفنية بمرحلة التعليم الأساسي بطرابلس(Universiti Sains Islam Malaysia, 2012)Fardous Moh M TwijiriThe objective this study is to identify the basic teaching methods used by art teachers in Tripoli. It also aims to gauge how far teachers use these methods and to determine the extent to which these methods contribute towards students’ creativity. The researcher used the descriptive approach. A sampling survey was conducted on 305 art teachers who have been randomly selected in Tripoli for the academic year 2009-2010. Questionnaires were used by the researcher to get feedback from the respondents, while data collected were analysed using the statistical analysis method. (SPSS Ver. 17). The study also shows the prevalence of traditional teaching methods, which are mainly sourced from the local environment. Samples are used moderately, while static images (photography) are rarely use. Computers, projectors and visual devices are hardly used by the teachers. The findings of the study also indicate that the old methods had no effect on students’ creativity, while the new methods showed positive results. Statistically, there is a significant correlation between the use of these teaching methods and the level of creativity among students. The lack of facilities for art classes in schools as well as the difficulties in using the learning tools are among the problems faced by the teachers interviewed in the survey. The study recommends that schools are provided with modern teaching facilities. At the same time, the management and supervisors should also encourage teachers to utilise these resources. The study also aim to clarify the importance of the physical aspects of the culture of the organization and its relationship to the success of organizational change in it. To achieve these goals, questionnaire has been developed and designed as a tool for data collection, where it was distributed to members the sample's (20 members), who represent the community overall study. The researcher adopted survey sample approach due to the small size of the study population, where it involved community managers of department and head of departments as the center staple of the mandate of Negeri Sembilan Company (TNB), Malaysia. The data has been analyzed by using the package Statistical Social Sciences (SPSS17), and that by relying on averages and standard deviations, correlation coefficient Pearson, linear regression analysis, as well table of descent, iterative, to ensure the validity of the model, and knowledge of the effects of the independent variable on the variable Centre. The study found several results including : Confirm the study in both its theoretical and field the importance of regulatory changes to keep up with what is happening from changes in the environment surrounding the organization. Furthermore the elements of the physical component of the organizational culture, an effect in an effective and strong cultural dimension within the organization, which is the most highlighting features of the physical identity of the organization, which is also a reflection of the physical component of the moral culture of the matrix. The main results of the study also: the study confirmed that the relationship between the successes of the organization of the regulatory changes, and between the elements of the physical component of the organizational culture, is a direct correlation indirectly. Based on these overall results, some general recommendations can be summarized as follows: Take the organizational change essential input to achieve the goals, so you must provide all the necessary ingredients to ensure that any process of changing the organization, whatever its scope (technical, structural, behavioral) and adaption of a specific model to carry out organizational changes and must include a vision of relationship of the model system of organizational change in different systems within the organization, especially the cultural system. They need to create balance between what is spent from the funds of the component elements of the material and the degree of utilization of these elements in the administrative processes, and through the development of plans and strategies, especially this aspect within the plans and strategies.100 1 - Some of the metrics are blocked by yourconsent settings

This study used questionnaires that consist of (88) items for the purpose of data collection which enable us to find the relationship among the variables and also to test hypothesis. The questionnaire has been distributed to the sample of the study (350) who are employed under the Public administration of controlling the infiltration and illegal immigration. The sample has been randomly selected; the questionnaire has been approved by number of experts. This study used a descriptive analytical approach and SPSS to analyze the collected data and extract the results. This study concluded the following results: the acceptance of the hypothesis, the sample perspective ensured the high usage of the existence information management system in the Public administration of controlling the infiltration and illegal immigration. However, they have suggested implementing an advance information management system that contributes in raising the administrative efficiency. They have also strongly supported the usage of sophisticated technology and renewal of offices and branches. They have suggested developing a centralized database in the minister of interior affairs for sharing information. The study has recommended that there is essential need to develop management information systems. It is also recommend linking all the land and sea border gates and points in Libya with a sophisticated information network which contribute to the reduction of the phenomenon of illegal immigration crossing the Libyan territory to South Europe.3
