dc.description.abstract	All members of society, including individuals with disabilities (PWD), should have equal access to Islamic teaching, including Quranic education and Islamic beliefs and practices. Yet, to deliver the content of Islamic teaching, some specific guidelines and techniques must be followed, regardless of whether an individual or a volunteer community provides the content. Various volunteer organizations exist, but there are not many widespread volunteer organizations advocating for PWD Da'wah in Malaysia. Moreover, the volunteers involved in voluntary organizations face numerous challenges and lack resilience. This study aims to create a framework that describes the standard of PWD Da'wah volunteers based on Kitab Hadith 40 from Imam Nawawi. The researcher found that Kitab Hadith 40 from Imam Nawawi covers aspects of true Muslim individual life in line with the study of PWD Da'wah volunteers. Therefore, this study has two objectives: first, to identify the need of an analysis for developing the framework of characteristics of PWD Da’wah volunteers, and second, to form a framework of characteristics for PWD Da'wah volunteers based on the Book of 40 Hadith of Imam Nawawi. The research adopts a design and development approach, also known as Design and Development Research (DDR) founded by Richey and Klein (2007). Based on this design, the study is divided into two phases. The first phase involves a needs analysis using interviews with six experts and document analysis to identify the requirements for constructing the Framework of Characteristics for PWD Da'wah Volunteers based on the 40 Hadiths by Imam Nawawi. The second phase, using 40 Hadiths by Imam Nawawi with the help of book "Syarah Hadis 40 Tatmim al-Kafi" is used to extract volunteer elements and the Fuzzy Delphi Method (FDM) is employed based on the views and decisions of a panel of thirteen experts. The findings of the study indicate the need for the development of a volunteer characteristics framework agreed upon by six experts in the first phase. Furthermore, the study findings reveal six main dimensions in building the characteristics for PWD Da'wah volunteers: spirituality, mindset, attitude, personality, communication, and skills. The results of this study are anticipated to be helpful for preachers, aspiring preachers, and educators in their pursuit of providing the best possible Islamic preaching to the disabled community. Therefore, this study's outcome should serve as a manual for all Da'wah advocates who work directly with individuals with disabilities (PWD).
